Utube makes me log in to view anything if I have my vpn on.

You can force youtube shorts to be displayed as a normal video by replacing everything up to the last slash with https://www.youtube.com/watch?v

I didn’t say that, it’s just that recommending a CLI tool just to view a single insta video strikes me as ridiculous.

Especially since there are a bunch of websites that will let you browse insta anonymously.
