When you report a comment or a post it goes to the mods of that community, the Admins of that community, and the admins of the users home instance if it’s different from the community instance.
In this case, it’s hard because their sole remaining unremoved comment isn’t a problem.

If the community moderator acts in it before instance admins see it then they don’t see it, right?

They would see it in the Mod logs still, and beyond that it depends on the tools set up. There are likely instances that change the admin view to audit all vs audit unaddressed if I had to guess. I imagine that every big instance audits every once in a while outside of the typical unaddressed reports cycle if they truly care about their instance, although it’s probably more common that admins take actions against mods due to community outcry and that’s what triggers the auditing.
Please explain what they are doing wrong? I’ve scrolled through a few of their comments and I don’t see it. So they like vpn software?
